Office noise starts hurting productivity well before it's loud enough to trip any safety standard. Most facilities teams only check their office against hearing-damage limits, a bar that's cleared easily, while concentration and working memory are already taking a hit at much lower levels.

Here's what the research says about where that threshold sits, which office layouts are hit hardest, and how a data-based approach to sound can help you find the right balance between openness and focus.

What Does the Research Say About Noise and Productivity?

Research on office noise points to a clear progression: concentration, comfort, and hearing safety each break down at three different levels, not one single threshold.

  • Concentration: Focus for cognitively demanding work starts breaking down well before noise levels feel uncomfortable. In a two-hour study of simulated open-plan noise, raising background sound by just 12 decibels, from 39 to 51 dB LAeq, significantly worsened word recall and left participants rating themselves more tired and less motivated afterward.
    • Comfort: The WELL Building Standard, the leading building certification for health and well-being, caps average background noise in open-plan offices at 50 dBA, the level it considers workable for a shared office environment.

A facilities team running a standard occupational noise audit checks ambient levels against the 85 dBA hearing-safety threshold, a bar most offices clear easily. That same office can measure in the low 50s dBA at individual desks, well under that threshold, yet high enough to measurably impair concentration and working memory.

An office can pass its hearing-safety audit and still sit squarely in the range where cognitive performance breaks down, because the two are checking against completely different numbers.

The impacts on cognition are documented in several studies:

  • Recall: Measured directly in an occupied office, not a lab, shared and open-plan work areas produced 14% lower cognitive test performance than cell offices, where measured noise ran 15.3 dB higher.
  • Motivation: After three hours of simulated open-office noise, Cornell researchers found that workers made 40% fewer attempts to solve an unsolvable puzzle afterward and made half as many ergonomic adjustments to their own workstations along the way. Their bodies showed it too: urinary epinephrine was significantly elevated, even though the noise group didn't report feeling any more stressed than the quiet group.
  • Speech: A model built from more than 30 lab studies sets 7% as a deliberately conservative floor for how much intelligible speech can cut cognitive performance, with real losses in some underlying studies running as high as 41%.

How Office Noise Affects Employee Health

Chronic office noise's health effects go well beyond stress and lost focus. Sustained exposure has been linked to:

Why Is Office Noise Harder to Tune Out Than Other Distractions?

Office noise is harder to tune out because it's involuntary. You can choose not to look at a notification, but you can't choose not to hear a conversation ten feet away. Speech in particular draws attention automatically, since the brain processes language whether you want it to or not, which is part of why a single nearby call can derail a whole train of thought in a way a visual distraction rarely does.

That disruption also doesn't fade with familiarity. Field research on office workers found no evidence that people habituate to unanswered phones or background conversation, the two sounds employees most often name as disruptive.

Which Office Layouts Are Most Affected?

Open-plan and activity-based offices are the most affected, largely because they lack the physical barriers that contain sound. Removing walls means a conversation anywhere on the floor becomes background noise everywhere on the floor. But unlike a visual distraction, there's no way to simply look away from it.

Hard surfaces like glass partitions and exposed concrete compound the problem further by increasing reverberation, so sound carries further and lingers longer once it starts.

Enclosed offices and dedicated focus rooms perform better, not only because they are quieter on average, but also because the noise reaching them is more predictable, and predictable noise is easier for the brain to filter out.

Objective cognitive testing carried out in the offices themselves backs this up: employees in quiet zones scored roughly 16.9% better on cognitive tests than those in the active open-plan zone, and those in project or web-meeting rooms scored roughly 20.8% better.

Hybrid layouts, specifically those that pair open collaboration areas with enclosed focus rooms, tend to perform best in practice. That only works, though, if the focus rooms stay reserved for individual work, since every room pulled into an overflow meeting is one less quiet space for someone escaping the noise.

What Role Does Acoustic Comfort Play in Employee Experience?

Acoustic comfort, the match between a space’s acoustic environment and the preferences of the people inside, plays a bigger role in employee experience than most facilities teams give it credit for.

Noise complaints are consistently one of the most common issues raised in employee experience surveys. In Gensler's 2025 Global Workplace Survey, 45% of employees cited a coworker's phone conversation as a regular distraction at their desk, more than any other factor, including foot traffic, printers, or outside noise.

The goal for your office shouldn’t be to achieve complete silence. The goal is to create a sound environment that matches what people are actually trying to do in a given space, whether that's deep focus, a call, or casual conversation. A silent room can feel just as uncomfortable as a loud one, since it makes every small sound - a keyboard, a creaking chair - stand out more than it would against a bit of ambient noise.

That discomfort plays out on a physiological level, too. In a study using wearable heart-rate monitors and five-minute sound logging, 231 office workers' physiological well-being peaked right around 50 dBA, worsening in either direction away from it. Below that level, every 10 dBA increase improved well-being by 5.4%; above it, every 10 dBA increase reduced it by 1.9%. Too quiet and too loud were both measurably worse than the range in between.

WELL recommends zoning a space based on what people are doing in it, but that logic isn't unique to WELL. ISO has its own standard for open-plan office acoustic quality, ISO 22955:2021, which defines six space types by work activity, each with its own acoustic requirements, arriving at the same conclusion through engineering consensus rather than a wellness framework.

Quiet zones for focused work, collaborative zones for team discussion, and louder zones for things like break rooms should all be separated, with proactive planning to keep noise from bleeding between them.

How Can Companies Reduce the Impact of Office Noise?

Companies can mitigate the effects of office noise on productivity most effectively by measuring their sound environment before making any changes. Most noise interventions fail for the same reason: they treat the symptom without confirming the cause. Acoustic panels get installed across a whole floor when the real problem was a single noisy HVAC unit. A masking system gets deployed everywhere when only one conference room was ever the source of complaints.

Even the cheapest fix, handing out noise-cancelling headphones, runs into the same wall: two controlled experiments testing noise-cancelling headphones in open-plan offices found active noise cancellation significantly reduced annoyance, improved perceived privacy, and raised self-rated concentration, but produced no significant improvement in actual recall-test performance.

You can't fix what you don't measure, and a large share of furniture, acoustic paneling, and redesign budgets get spent before anyone has confirmed where the actual problem is. A more reliable approach looks like this:

  • Identify which zones and times drive complaints, instead of assuming the whole floor is equally affected.
  • Separate steady background noise from disruptive spikes, since they call for different fixes: masking works differently on a constant hum than on an intermittent spike.
  • Test any change against real-time data, not assumptions, to confirm it actually worked.
  • Monitor continuously, since team size, office layout, and space usage shift over time.

This mirrors how facilities teams already handle indoor environmental quality (IEQ) more broadly. Continuously monitoring indoor air quality (IAQ) catches problems faster than a one-time inspection, because a single snapshot only tells you about one moment, not the pattern.

Sound holds up to that same logic. A room can measure fine at 10 am and be genuinely disruptive by 2 pm, and a spot check will never catch that difference. Continuous data also gives facilities and workplace teams a clearer basis for operational decisions, the same way IAQ data guides healthy building decisions rather than responding to whichever complaint happened to be loudest that week.
